In the public sector, this includes avoiding one-sided dependencies on individual cloud providers or software vendors, especially those from non-EU countries. Initiatives such as GAIA-X and the promotion of open-source solutions reflect this ambition. Digital sovereignty encompasses technical, legal, and economic dimensions: interoperability, data protection compliance, portability, and the capacity to independently maintain and develop systems. It is considered a fundamental prerequisite for governmental capability and resilience in the digital age.
